Added: Add Dutch translation for application interface IT Tools

- Added Dutch translations for various UI elements, including buttons, tooltips,
labels, and settings.
- This update allows Dutch-speaking users to interact with the application in
their native language.
- Added nl language name to localesLong
new file: locales/nl.yml
modified: src/modules/i18n/components/locale-selector.vue
